STONE, J.
The facts and legal issues presented on this appeal are substantially the same as those in San Bernardino Valley Municipal Water Dist. v. West Riverside 350 Inch Water Co., ante, p. 145 [22 Cal.Rptr. 827] this day decided, and that decision is controlling here.
The order is affirmed.
