PER CURIAM. Having examined the briefs of the parties and amici on both sides, and having had the benefit of oral argument, we affirm the judgment on the basis stated in the district court’s well reasoned opinion, 686 F.Supp. 80 (D.Mass.1988). AFFIRMED.
