PER CURIAM.

The petition for writ of certiorari is granted and the respondent’s order is quashed. See State ex rel. Department of Health and Rehabilitative Services v. Upchurch, 394 So.2d 577 (Fla. 5th DCA 1981); State of Florida ex rel. Department of Health and Rehabilitative Services v. Crenshaw, 399 So.2d 1027 (Fla. 1st DCA 1981).
