PER CURIAM.

We reverse the order appealed from and remand for an evidentiary hearing. See Village Saloon, Inc. v. Division of Alcoholic Beverages & Tobacco, Dept, of Business Regulation, 463 So.2d 278, 283 (Fla. 1st DCA 1985).
