PER CURIAM.

Petitioner Department of Health’s petition for writ of certiorari is granted, the administrative law judge’s order is reversed, and we remand for proceedings consistent with the opinion in Department of Health v. Grinberg, 795 So.2d 1136 (Fla. 1st DCA 2001).
