PER CURIAM.

We deny the petition for writ of certio-rari. The circuit court, sitting in its review capacity, afforded the petitioner procedural due process, and did not depart from the essential requirements of law. See Haines City Community Development v. Heggs, 658 So.2d 523 (Fla.1995).
